The Independent Reconfiguration Panel (IRP) is a committee of experts that provide impartial advice on proposals to change NHS services in England. It also gives informal support and guidance to the NHS. It consists of experienced clinicians and other members with extensive healthcare experience and works to protect public health by improving the quality of NHS service provision, as well as ensuring taxpayers get more value for money. It was set up in 2003. There were discussions about abolishing the IRP in the Health and Care Bill 2021, but the ultimate Health and Care Act 2022 did not go ahead with this.
